About the Department

Transmission operates under licence as Scottish Hydro Electric (SHE) Transmission plc, responsible for the transmission of electricity in the north of Scotland. We own and maintain the 132kV, 275kV and 400kV electricity transmission network in our licence area. Our network comprises of underground cables, overhead wooden poles, steel towers and electricity substations, and it extends over a quarter of the UK land mass across some of its most challenging terrain.

What is the Role?

We are looking for a Senior Economist to join our team to play an important role in the delivery of our commitments in our next price control period, RIIO-T2, and lead on economic analysis required to assist the close out of the current price control, RIIO-T1.

With their extensive applied experience in economic and mathematical analysis, the Senior Economist will play a crucial role in the assessment of regulatory and policy issues in relation to the RIIO price control framework through information gathering from inside and outside the business.

The Senior Economist will lead the delivery of large, complex modelling projects in relation to project investment appraisals and the wider economic impact of our investments on the Scottish and GB economies. They will be the go-to person in the business for all economic modelling queries and will play a key role in developing the modelling for how the business quantifies the carbon impact of our investments.

The role will involve significant engagement with both internal and external stakeholders (regulators, government, industry groups etc), presenting our position and keeping up to speed with regulatory and industry developments.

The Senior Economist will also advise the senior SHE Transmission management team on regulatory, economic and policy issues, including how regulatory issues may impact the business in terms investment decision making via economic modelling assessments.

What do I need?

This role requires a high level of technical competency in carrying out investment appraisals, cost benefit analysis and advanced economic modelling.

Ideally you would have applied experience in evaluating the economic, social and environmental impacts of investments, have an understanding of the macroeconomic factors that impact the GB energy industry and price control based regulation of utilities.

Ideally you will have a degree in an economics related discipline and/or significant equivalent experience applying economic analysis.

Good written and oral communication skills are essential, as are well developed people and stakeholder management skills, and a track record of delivery against challenging deadlines. Experience of leading and delivering solutions that involve any of the following specialisms: econometrics, economic impact, market/regulatory reviews and policy evaluation is essential.

You will be highly numerate with extensive Excel modelling experience with the ability to balance strategic, big picture thinking with analytical ability and attention to detail.

As a commercially minded individual, you will be able to put together clear and concise arguments, advice and presentations that are tailored to your audience. Moreover, excellent time management and multi-tasking skills are essential to carry out this role effectively.

As an influential person, you will have skills of persuasion in producing impactful regulatory submissions. Therefore, you should be capable of building and maintaining a network of contacts across the business and have experience in stakeholder management.
